This unit was owned by a government agency in Louisiana.  The unit requires a password to make it change messages which we do not have, the unit will raise and lower but the unit has sat up for some time and could use greasing, we were able to get one small part to light up (see video), agency explained the unit was working properly when replaced with a new one and taken out of service, the tires are in good condition, Please come inspect for yourself before bidding!!
